A production manager may regard a machine that is busy throughout the day as evidence of efficient operation, yet the performance of an individual machine is not identical to the performance of the whole production process. If one stage produces items faster than the next stage can handle them, maintaining the first stage at full capacity creates a growing queue rather than a corresponding increase in completed orders. The queue ties up materials and makes it harder to distinguish urgent work from items that have merely been waiting for a long time.
Consider an imagined workshop with two consecutive stages: the first can prepare twelve units per hour, while the second can finish only eight under the conditions being considered. Increasing the preparation rate alone would add to unfinished work unless something also changed at the finishing stage or in the way work was released into the process. This example does not establish that unused capacity is desirable in every situation; it shows that local utilization needs to be interpreted in relation to the system’s limiting conditions.
A useful improvement effort therefore begins by locating the constraint and examining how variability, interruptions, and release decisions affect the flow around it. The aim is to shorten unnecessary waiting while preserving the ability to meet actual demand, rather than to maximize every activity simply because it can be measured separately. A less impressive utilization figure at one station can thus coexist with a more responsive process, although that possibility must be checked against the requirements of the particular operation.
