متن انگلیسی

Organizations often collect performance indicators in the expectation that more information will produce better decisions, yet the usefulness of a measure depends partly on how people are encouraged to interpret it. When a numerical target becomes the sole basis for evaluating a department, employees may improve the reported figure while neglecting aspects of the service that the figure does not capture. A shorter average response time, for example, could reflect either a more efficient process or a practice of closing difficult requests before they have actually been resolved.

This ambiguity does not make measurement worthless; it changes the questions managers should ask when an indicator appears to improve. Instead of treating the number as a complete description, they can compare it with the experiences of service users and examine cases that do not fit the apparent trend. Such investigation may reveal that an operational problem has genuinely been solved, or that pressure to satisfy a target has merely displaced the problem into a less visible part of the organization.

Learning therefore requires a setting in which an unexpected result can initiate discussion rather than immediately trigger blame or reward. If employees expect any unfavorable explanation to be punished, the organization may receive increasingly polished reports while losing access to the practical knowledge needed for improvement. A department may also need several complementary measures, since an indicator designed to reveal delays may tell managers little about whether the final service actually meets the user’s needs. The choice of those measures should remain open to revision when staff discover that an important feature of the work has no clear representation in the reporting system. Without that possibility, a reporting routine can gradually preserve its own assumptions rather than help the organization notice changes in the conditions under which its services are provided. The aim is not to abandon accountability but to make indicators the beginning of inquiry, supported by contextual evidence, rather than the unquestionable end of managerial judgment.
