A destination can attract more visitors while becoming less satisfactory to the people who live there, especially when success is described only through arrivals and visitor expenditure. These indicators reveal important economic activity, but they do not necessarily show how access to housing, public space, or ordinary services changes for residents. The distinction matters because the benefits of visitor spending and the burdens associated with it may be distributed unevenly among groups within the same community.

Resident consultation is frequently presented as a remedy, although inviting people to a meeting is not equivalent to allowing their concerns to influence a decision. If participation requires attending a weekday meeting, those with inflexible jobs or caring responsibilities may be less able to contribute than people with more discretionary time. An apparently open process can consequently reproduce an imbalance in whose experiences become visible to planners, even without a formal rule excluding any resident.

A more informative approach combines several ways of gathering views and explains how those views relate to the eventual policy choice. It also distinguishes disagreement about the overall scale of tourism from disagreement about where activities occur or who receives their benefits. Such distinctions do not guarantee consensus, but they can prevent a complex distributional issue from being reduced to a simple contest between supporters and opponents of tourism.
